Causes of action include federal action (42 U.S.C. 1983) and state action (California Con Art I, 7; CA Civ Pro 525(a) and 1021.5). Monetary, Declaratory and/or Injunctive Relief is being sought.

Known by the California DUI Lawyers Association as the “Department of Morons and Villains,” DMV must now answer to their unfair and biased practices. While there are a number of fair hearing officers, upper management has engaged in practices designed to uphold administrative suspensions and deny respondents in many ways.
San Diego DUI Attorney Rick Mueller is a bit surprised a California Business & Professions Code Section 17200 et. seq. action was not included.
"17200. As used in this chapter, unfair competition shall mean and include any unlawful, unfair or fraudulent business act or practice and unfair, deceptive, untrue or misleading advertising and any act prohibited by Chapter 1 (commencing with Section 17500) of Part 3 of Division 7 of the Business and Professions Code."
